The following major site plans were submitted and will be reviewed by the Technical Review Committee - TRC (August 11, 2021):

  • Moyock Dunkin Donuts:  The applicant, WEDG Development, submitted a major site plan application for the construction of a 6,218 sf  (3 unit) commercial building.  The property is located at 383 Caratoke Highway in Moyock.
  • Carova Beach VFD Helistop:  The applicant, Coastal Engineering & Surveying, submitted a major site plan application for Phase 1 improvements including a helistop and a 12’x 12’ accessory structure.  The property is located west of Seagull subdivision and part of the Lewark Bender tract in the northern Outer Banks.

The following rezoning application was submitted and will be reviewed by the TRC (August 11, 2021), Planning Board (tentative date:  October 12, 2021), and the Board of Commissioners (tentative date:  TBD*):

  • Baxter Station:  The applicant, Allied Properties, LLC, submitted a conditional zoning map amendment application for 53.52 acres from Agricultural to Conditional-Mixed Residential.  The property is located in Moyock near the intersection of Baxter Lane and Caratoke Highway and owned by Jarvis Harvest, LLC.  The conceptual development plan includes 80 single family lots and the applicant proposes an age restricted community.

The following Planned Development application was submitted and will be reviewed by the TRC (August 11, 2021), Planning Board (tentative date:  October 12, 2021), and the Board of Commissioners (tentative date:  TBD*):

  • Talisa Lake:  The applicant, Talisa Lake, LLC, submitted an application for a planned development on 311.7 acres.  The request is to change the zoning from Agricultural to Planned Development-Currituck Station.  The property is located in Moyock, off of Lazy Corner Road, and includes the Thrasher Mine owned by Moyock Properties, LLC.   The master plan includes:
    • Cypress Sub-district designation
    • 8 Phases  with 450 residential units (170 duplex units and 280 single family lots)
    • Parks (waterfront, pocket, dog)
    • Kayak/canoe launch
    • Connect to county water and the Moyock Regional Wastewater System
    • Temporary entrance from Lazy Corner Road

The following Planned Unit Development (amended sketch plan/use permit) was submitted and will be reviewed by the TRC (August 11, 2021) and the Board of Commissioners (tentative date:  October 18, 2021):

  • Pine Island, Phase 5B, PUD:  The applicant, Turnpike Properties, LLC, submitted an application to amend the sketch plan and use permit for Pine Island.  The request is to add 1 upper-story dwelling unit in Phase 5B.  The total development will include 304 residential units.

The following Land Use Plan amendment was submitted and will be reviewed by TRC (August 11, 2021), Planning Board (tentative date:  October 12, 2021), and the BOC (tentative date:  TBD*):

  • Outer Banks Ventures, Inc.:   The applicant, Outer Banks Ventures, Inc., submitted an application for a Land Use Plan amendment to change the upland portion of a 36 acre tract in Monteray Shores from Conservation to Full Service.  The property is owned by Outer Banks Ventures, Inc. and is located at the southern end of Monteray Shores and adjacent to Buck Island, PUD.

QUASI-JUDICIAL DECISIONS

The following cases were submitted and will require the board to make a quasi-judicial decision.  Board members are not allowed to discuss the case or gather evidence outside of the hearing.  You may view the property in question before the hearing, but may not talk about the case with the applicant, neighbors, or staff outside of the hearing. 

  • Ballance Mine:  The applicant is owned by Allied Properties, LLC.   The submittal is a use permit application for an extractive industry (sand mine) on Caratoke Highway in Moyock.  The plan proposes excavating 57.36 acres and the mined area will be left as a lake or be filled with reclaimed material.  The operations include dewatering to a 0.34 acre settling basin with an outlet to the northern ditch (Willie Lead Ditch).
  • The Fost Tract:  The applicant , Moyock Development, LLC,  submitted a preliminary plat/use permit application for Phases 6-9 of the Fost Tract in Moyock.  The phases include 39 townhouses and 139 single family lots.
  • Monteray Shores, PUD:  The applicant/owner, Outer Banks Ventures, Inc.,  submitted an amended sketch plan and use permit application to add 36 units (25 townhomes, 5 single family lots, and 6 upper-story dwellings) within a phase in the planned unit development located at the southern end of Monteray Shores.  The property is owned by Outer Banks Ventures, Inc.
  • Pine Island, Phase 5B, PUD:  The applicant, Turnpike Properties, LLC, submitted an application to amend the sketch plan and use permit for Pine Island.  The request is to add 1 upper-story dwelling unit in Phase 5B.  The total development will include 304 residential units.
